Is there to expect an unlimited brick count mod?

I don't think so. The 20 brick limit may be hard-coded, no one has found any trace of +20 bricks on a car after all these months.

Also, even if we did, I think that would mess with the formatting in the save game file. The data length of space for a custom built car in a save file is equivalent to that of a pre-built car file, so yeah. Adding more would mess with the offset of some data which would screw the game up from being able to properly read everything in the save.

Actually, there's a glitch in the builder that can be used to add up to 16 extra bricks, although you can't change the brick category, as it always loads directly into "square," so it's not exactly effective...

 

Also, doesn't Sam's Bugatti have over 20 bricks?

By using Num8. Even if you're in the parent menu of the builder, you can still use the number pad to move around and duplicate what bricks are already on your car. If the 20th brick is placed like this...
