Not too bad... Try thinning the arms on all dimensions, and get it closer to the sides of the minifig. Also, make the head slightly larger.

The main problem I have in blender is making an object round and smooth Like the hands and Arms and Head

How can you load a Minifig from LDD to Blender

To make something round and smooth, you can first of all apply the smooth filter to it, and second, you can split the faces a few times. I haven't used Blender in a while, but that's what I used to do.

Ok I also just downloaded Blender 2.4 to replace 2.6 because 2.4 is better at selecting the face/point/edge you click
